The Department of Electrical Services (DES), Prime Minister’s Office held a Contract Signing Ceremony for Bukit Panggal Combined Cycle Gas Turbines Power Station Phase 2 Construction Project with Sinohydro Corporation Limited at the Banquet Hall, Prime Minister’s Office Building.
Present as the Guests of Honour to the signing ceremony were Yang Berhormat Dato Seri Setia Awang Haji Mohamad Azmi bin Haji Mohd Hanifah, Minister at the Prime Minister’s Office (Energy, Upstream and Downstream) and Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister of Finance II.
Also in attendance were Yang Berhormat Attorney General, Ambassador-Designate of the People’s Republic of China to Brunei Darussalam, Permanent Secretaries, Deputy Permanent Secretaries from the Prime Minister’s Office, Ministry of Finance, and Ministry of Development, as well as senior officers from the Prime Minister’s Office and Ministry of Finance.

Signing on behalf of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was Yang Mulia Dayang Hajah Farida binti Dato Seri Paduka Haji Talib, Permanent Secretary (Energy) at the Prime Minister’s Office, while Sinohydro Corporation Limited was represented by its President of Asia Pacific Branch, Mr. Zhou Jiayi.
This project represents a strategic and important development under Brunei Darussalam’s 12th National Development Plan (Rancangan Kemajuan Negara Brunei Darussalam ke-12 – RKN12) and will strengthen the nation’s electricity supply. It is expected to play a significant role in strengthening the nation’s energy infrastructure, supporting sustainable socio-economic growth, enhancing public welfare, and improving the overall quality of life of the people. This project also reinforces national efforts towards achieving the aspirations of the Wawasan Brunei 2035, particularly in ensuring a resilient, efficient and sustainable energy sector for the future.
The Bukit Panggal Combined Cycle Gas Turbines Power Station Phase 2 project will increase the national generation capacity by an additional 215 megawatts (MW) above the existing capacity, and will contribute towards achieving the national power generation efficiency level of at least 50%, compared to the current average efficiency level of less than 30%.
This project reflects the continuous commitment of Government of His Majesty The Sultan and Yang Di-Pertuan Negara Brunei Darussalam in ensuring the stability and reliability of electricity supply across the nation, aligned with Wawasan Brunei 2035 as well as the Sustainable Development Goals 7 which aims to ensure access to affordable, reliable, sustainable and modern energy for all.
