The Department of Energy in the Prime Minister’s Office launched its Human Resource Competency Framework on 16th June 2022 as part of the Energy Week event during The Brunei Mid-Year Conference and Exhibition 2022 (Brunei MYCE 2022). The launching of the Human Resource Competency Framework for the Department of Energy was officiated by Yang Mulia Dato Seri Paduka Awang Haji Matsatejo bin Sokiaw, Deputy Minister, Department of Energy at the Prime Minister’s Office as the guest of honour for the event.
The Human Resource Competency Framework (HRCF) has been established as a mechanism for strategic development of the human resources within the Department of Energy, Department of Electrical Services, Petroleum Authority and the Safety, Health and Environment National Authority (SHENA), to assist the growth of its workforce’s capacity and competency in line with the development of the Energy Sector.
The framework consists of four core competencies of leadership, management or functional skills, Health, Safety, Security and Environment (HSSE) skills, and technical skills. By defining performance standards at the required competency levels, the framework serves to close any competency gaps through the provision of strategic learning and development encompassing on-the-job and experiential learning, social learning and feedback from senior supervisors, colleagues and subordinates, and the course programs attended. The HRCF enables staff to do their own in lined competency assessment and in turn, initiates their development opportunities. Each individual will undergo three stages initial assessment, namely self-assessment, discussion with the supervisor, and finally both parties to agree on the development and learning programs and activities.
The expected outcome from the implementation of this Human Resource Competency Framework is an increase in the level of competence of the four agencies in line with the Department of Energy’s Strategic Plan for 2020-2025.

The Brunei Mid-Year Conference and Exhibition (Brunei MYCE 2022) is organized by the Ministry of Primary Resources and Tourism through the Brunei Tourism Board in collaboration with government agencies, statutory bodies, stakeholders and private agencies. The Brunei MYCE 2022 is also fully supported by the Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Health, Ministry of Education and Ministry of Culture, Youth and Sports. The event is also supported by the partnering agencies D’Sunlit Sdn Bhd as the event operator; Datastream Digital Sdn Bhd (DST) as the official Telco partner; as well as several official media partners, namely Radio Television Brunei (RTB), the Information Department (Pelita Brunei) and Brunei Press Sdn Bhd.
