Updated Fuel (Petroleum Products) Control Measures to Safeguard NationalEnergy Supply Effective 1 April 2026

Department of Energy (DOE) at Prime Minister’s Office will implement additional measures to strengthen the management of Petroleum Products (Gasoline, Diesel, V Power Gasoline and V Power Diesel) which will take effect on 1 April 2026. These measures are introduced to safeguard the nation’s petroleum supply in light of geopolitical developments in the Middle East since late February 2026.

1. All foreign-registered vehicles entering Brunei Darussalam will be required to maintain a minimum fuel level of three-quarter (¾) tank upon entry. Foreign vehicles that do not comply to this requirement will not be allowed to enter Brunei Darussalam. Official government’s vehicles are exempted from this requirement.

2. Foreign-registered vehicles will only be permitted to purchase Shell V-Power Gasoline or Shell V-Power Diesel at relevant petrol stations at prevailing market rates.

3. For Brunei Darussalam-registered vehicles returning from abroad, the three quarter (¾) tank requirement will not apply on the first entry. However, the requirement will be enforced for the second and subsequent entries within a 24 hour period.

4. Petrol station operators will also be required to strengthen verification processes, including checks on vehicle registration plates, to prevent misuse and ensure compliance. Actions will be taken for any attempts to use false or modified registration plates. Monitoring and enforcement will be actively carried out by the relevant authorities.

These measures are mandatory and form part of the Government’s ongoing efforts to ensure that subsidised fuel is used prudently for domestic purposes, while safeguarding national energy security. Members of the public and all vehicle owners are advised to comply with these regulations and to extend their full cooperation to the relevant authorities.
