The Honourable Pehin Datu Lailaraja Major General (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II, Brunei Darussalam, attended the 35th OPEC and non-OPEC Ministerial Meeting (35th ONOMM) held on 4 June 2023 at the OPEC Secretariat, Vienna, Austria. Accompanying The Honourable Minister at the Prime Minister’s Office and Minister of Defence II were Yang Mulia Pengiran Haji Jamra Weira bin Pengiran Haji Petra, Acting Permanent Secretary (Energy) at the Prime Minister’s Office, and officials from the Department of Energy at the Prime Minister’s Office.
The Meeting was chaired by His Royal Highness Prince Abdul Aziz bin Salman Al-Saud, Minister of Energy of the Kingdom of Saudi Arabia, and co-chaired by His Excellency Alexander Valentinovich Novak, Deputy Prime Minister of the Russian Federation, with the presence of His Excellency Gabriel Mbega Obiang Lima, Minister of Mines and Hydrocarbons of the Republic of Equatorial Guinea, as OPEC President 2023.
During the Meeting, the OPEC and non-OPEC Participating Countries in the Declaration of Cooperation (DoC) supported the recommendations proposed at the 49th Joint Ministerial Monitoring Committee (49th JMMC) Meeting, held prior to the 35th ONOMM, and the overall crude oil production adjustment, starting 1 January 2024 until 31 December 2024.
The DoC between OPEC and non-OPEC Oil Producing Countries was incepted on 10 December 2016 in recognizing the need for joint cooperation of the oil exporting countries to achieve a lasting stability in the oil market in the interest of oil producers and consumers. In its current setting, the Ministerial Meeting will be held every six (6) months, and the next Meeting (36th ONOMM) is scheduled to be held on 26 November 2023 in Vienna, Austria.
The Honourable Pehin Datu Lailaraja Major General (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof also had the opportunity to meet His Royal Highness Prince Abdul Aziz bin Salman Al-Saud and other Heads of Delegations from the OPEC and non-OPEC Participating Countries in the DoC prior to the Meeting.
