The 40th OPEC and Non-OPEC Ministerial Meeting (40th ONOMM)

The Honourable Pehin Datu Lailaraja Major General (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II, also as the Minister in charge of Energy, virtually attended the 40th OPEC and non-OPEC Ministerial Meeting (40th ONOMM) on 30 November 2025. Also present during the Meeting were Yang Mulia Dato Seri Paduka Awang Haji Muhammad Azmi bin Haji Mohd Hanifah, Deputy Minister (Energy) at the Prime Minister’s Office and Yang Mulia Awang Haji Asrul Adrain bin Pehin Orang Kaya Setia Pahlawan Dato Seri Setia Dr. Awang Haji Ahmad, Acting Permanent Secretary (Fiscal I), Ministry of Finance and Economy.

During the virtual meeting, the OPEC and non-OPEC Participating Countries reaffirmed their long-standing commitment under the Declaration of Cooperation (DoC) to support a stable and balanced global oil market. The meeting reiterated the continuity of existing crude oil production levels until the end of 2026 and strengthened the role of the Joint Ministerial Monitoring Committee in closely overseeing market conditions and participating countries’ conformity. The Committee will continue to meet every two months and may convene additional meetings should market developments require timely intervention.

The session also endorsed the newly developed mechanism for assessing maximum sustainable production capacity, which will serve as the basis for the 2027 production baselines. Participants further reaffirmed the Charter of Cooperation (CoC) and requested the OPEC Secretariat to translate it into concrete programmes ahead of the next Ministerial Meeting, scheduled for 7 June 2026. Brunei Darussalam’s participation reflects its continued support for collaborative efforts aimed at ensuring stability, transparency, and long-term sustainability in the global energy market.

The countries participating in the Declaration of Cooperation (DoC) agreed to extend the level of overall crude oil production for OPEC and non-OPEC Participating Countries in the DoC as agreed in the 35th OPEC and non-OPEC Ministerial Meeting until 31 December 2026, and reiterated the critical importance of adhering to full conformity and compensation mechanism.

The 41st ONOMM is scheduled to take place in Vienna, Austria on 7th June 2026.
