Building Energy Management Capability in Education Institutions

The Department of Energy, Upstream and Downstream (DoEUD) at the Prime Minister’s Office, through the Energy Transition Division conducted a two-day introductory programme on energy management at PAPHM Secondary School on 1 and 16 September 2026.

The programme forms part of the Skills and Capacity for Alternative Low Carbon Energy (S.C.A.L.E) framework, led by DoEUD and supported by the Ministry of Education (MOE). It is aligned with MOE’s Greening Education Plan 2025-2035, particularly its Green Infrastructure and Eco-Friendly Practices implementation strategies.

Participants included students and teachers from Berakas Secondary School, Lambak Kiri Secondary School and PAPHM Secondary School, together with the National Energy Manager from the Ministry of Education and representatives from STEP Centre, Universiti Brunei Darussalam (UBD) and SEAMEO VOCTECH.

Participants received practical training in energy efficiency and conservation, energy management strategies, energy auditing and baseline development, and energy-efficient practices for air-conditioning and lighting systems.

During the practical energy audit activities, participants assessed energy use, identified potential energy-saving opportunities and developed recommendations to improve the energy performance of school facilities. These findings will guide participating institutions in prioritizing energy-saving measures towards achieving at least a 15% reduction in electricity consumption against their respective baselines.

Moving forward, DoEUD will continue to support and oversee the follow-through of the programme through ongoing mentoring and regular check-ins with participating institutions, including providing intervention support where needed. Opportunities to further incentivise and encourage continued participation, such as energy management competitions and other initiatives, will also be explored to sustain momentum and promote a culture of energy efficiency across education institutions.
