Energy In-Country Value Division
Energy In-Country Value Division aims to ensure the energy sector generates spin-offs that benefit the socio-economic growth of Brunei Darussalam, by ensuring local businesses and workers are able to access opportunities generated from the energy sector.
The division is guided by the
Local Business Directive 1 and
Local Business Directive 2 which was issued in 2011 and 2012 to ensure the sustainable development of capacities, capabilities, competencies, and competitiveness of local contractors and suppliers to support the oil and gas industries in Brunei, as well as providing a sound foundation for the pursuit of opportunities outside Brunei Darussalam.
i-Usahawan
What is i-Usahawan?
A Youth Entrepreneurship Development Program to support our young Bruneian entrepreneurs to start, own and grow their own business and secure their first contract (ring fenced) with Government, Government Link Companies (GLC) and Statutory Bodies. For more information on i-Usahawan click here.
Objective
- To Encourage young local entrepreneurs to start and own their companies
- To Provide an Opportunity for youth to develop and own business
- To Create job opportunities for Bruneians
- To Allow direct contract with Oil and Gas Operators
Eligibility
- Brunei Citizens from the 7 indigenous groups within the ages of 18-35 years old
- No prior contract with the Government, GLCs or Statutory Bodies.
- Incorporate as Sdn Bhd in Brunei (upon award of contract)
Foreign Worker License (LPA)
Introduction
Oil and Gas Companies who wish to hire foreign workers as long-term or permanent employees require LPA support letter from the Department of Energy.
This applies to all professional who wish to come to Brunei Darussalam for the purpose of professional work or expertise required in the Oil and Gas Sector for a long-term employment or project in Brunei Darussalam.
How to Apply

Submit LPA application letter to the Department of Energy via email at

The Department of Energy issue LPA support letter and email notification
- Step 3
Submit LPA application letter and support letter from the Department of Energy to the Department of Labour and the Department of Immigration and National Registration

Processing time
Special Authorization Work Pass (SAWP)
Introduction
Oil and Gas Companies who wish to hire foreign workers involving service of contract and technical work in the Oil and Gas Sector for a short-term employment (maximum 12 months) are required to apply for Special Authorization Work Pass (SAWP). This includes Training. Short-term project, call-off basis and urgent works
Medium Term: Maximum 12 months

Professional Visit Visa (PVV)
Introduction
Oil and Gas Companies who wish to hire foreign workers involving non-technical work in the Oil and Gas Sector for a short-term employment are required to apply for Professional Visit Visit (PVV). This includes Meeting, Consultation and Lecture Training.
Medium Term: Maximum 3 months

Processing time
Local Business Development (LBD) Reporting
In line with the Department of Energy's LBD Directive 2 that requires Oil and Gas midstream and downstream operators, their contractors, sub-contractors and suppliers operating within the oil and gas industry in Brunei Darussalam to produce LBD Performance Report, they may submit the report via Business Reporting Portal at https://business.mofe.gov.bn/SitePages/Home.aspx.
